Paying Regulatory Fees in Stablecoins
Guidance for AIFC Participants
AFSA now allows certain regulatory fees to be paid in USD-pegged stablecoins through approved Providers. This page explains how the process works, what clients need to know before making a payment, and where to get help if needed.

AFSA accepts payment of regulatory fees in USD-pegged stablecoins via approved
Clients may choose to pay in stablecoins instead of traditional bank transfers if this method is more convenient.
Payment in stablecoins is optional. Bank transfers remain fully available.
- How to Pay a Regulatory Fee in Stablecoins
- AFSA issues an invoice that includes a QR code and/or a payment link for stablecoin payment.
- Scan the QR code (or open the embedded link).
- A payment window opens on the approved Provider’s platform.
- Enter:
- the invoice reference number, and
- the exact amount indicated in the invoice.
- Authorise the transaction from your wallet.
- The Provider will:
- receive the stablecoin payment,
- match it to your invoice,
- convert it into fiat currency, and
- remit the fiat amount to AFSA.
When is the payment considered completed?
The payment is deemed settled only after the Provider confirms successful remittance to AFSA.
You will not need to send additional confirmation unless specifically requested.
- Important Notes for Clients
- Only invoices issued directly by AFSA should be used.
Do not attempt to pay third-party requests or screenshots. - AFSA does not receive or hold stablecoins.
Payment is made through Providers, who convert stablecoins to fiat before settlement. - Exchanges, wallets, or platforms not listed as Providers cannot be used.
- If payment is made through an unapproved platform, AFSA will not be able to recognise or reconcile it.
- Refunds (if applicable) follow standard AIFC processes and are issued in fiat currency only.

Most regulatory fees can be paid in stablecoins, including:
- authorisation fees,
- supervision fees,
- recognition fees,
- post-authorisation and licensing-related fees.
If a specific fee is not eligible, this will be stated in your invoice or communicated by your Relationship Manager.

AFSA does not guarantee the performance, pricing, or technical reliability of external platforms and is not responsible for delays caused by blockchain congestion, wallet errors, or Provider-side issues.
In case of discrepancy, the provisions of the AIFC Acts and the terms of the MMoU prevail.
