Our Ethics

At the Astana Financial Services Authority (AFSA), ethical conduct is central to our mission and our responsibilities  as the independent regulator of the Astana International Financial Centre (AIFC). We are committed to upholding  the highest standards of integrity, transparency and professionalism in all our activities. This commitment is reflected in our own Code of Conduct, which is grounded in the principles and values set out in the overarching AIFC Ethics Code.

 

Our ethics framework is designed to ensure that all employees, experts, and Board Members are guided by clear standards of lawful and fair conduct. The AFSA Code of Conduct defines the principles of behaviour and business ethics and supports our vision to building trust, preventing legal and regulatory violations, and upholding a reputation of accountability and excellence.

 

AFSA’s ethical commitments are also reflected in the core AIFC values:

We believe ethical conduct is not only essential for achieving our mission to protect financial services users and ensure market stability but also for maintaining the confidence of the wider community in Kazakhstan and beyond. To this end, AFSA provides communcations  channels to report concerns, including the AFSA Hotline for complaints about AFSA-supervised firms or employees, as well as our internal Speak Up Policy, which offers a safe environment for staff to raise issues confidentially.

 

Third parties engaging with AFSA are also encouraged to uphold and share these principles of ethical and professional conduct.
